University of Toledo Parking Enforcement Office Homepage

The Parking Enforcement Office is responsible for following up on all UT parking citations written by Rocket Patrol, and UT traffic tickets written by University Police.

The Parking Enforcement office works to identify the responsible parties for the listed violations, and proceeds with collections efforts, which include billing, journalizing, and, in severe circumstances, the immobilization and towing of vehicles, and even reporting scofflaws to the Office of the Ohio Attorney General for collection.

Ticket Appeals – If you know the number of the ticket you want to appeal, and would like to appeal it online, please click the TICKET APPEALS link to your left. If you would like to print out an appeals form which you may complete and mail in or drop off, click HERE, and you will be directed to an Adobe Acrobat PDF file. Just print it out, fill it out, and mail it to:

Ticket appeals are accepted through the Parking Enforcement office only, either via the on-line appeal site or at the walk-up window. Your right to appeal is forfeited if you do not appeal within 30 days. If you submit a ticket appeal and do not receive a response within 30 days, follow-up, do not assume the ticket has been waived.

If you do not have the actual citation in front of you, stop by the Parking Enforcement Office in Transportation Center 1400, to fill out an appeal form in person. The staff will be able to pull up the citation on the computer, so you have all of the necessary information for the appeal.


Parking Regulations – The University's Parking Regulations cover all forms of allowable and prohibited parking, including enforcement efforts such as ticketing, billing, booting, and collection.

Parking Fines – The parking fine schedule was designed to closely mirror that of similar universities, and has been approved by the Board of Trustees. Parking Enforcement is not yet utilizing electronic billing. Bills for parking fines will be mailed to your permanent address. If your tickets remain unpaid after 45 days, the fine(s) as well as late fees will be added to your student account.

Parking Appeals – People who wish to appeal a parking citation may do so by completing the appropriate appeals form. It is important to note that tickets must be appealed within 30 days of the violation, after 30 days your right to appeal is forfeited.


Key Points about the New UT Parking Policy

1) Parking Areas: All areas are signed before entering the area and signs are on light posts designating what permits are allowed in that area.

2) Colors of Parking Lines: Blue = Handicap Parking, Orange = Gold Permit Only, Yellow = Faculty/Staff Parking, and White = Student Parking. (NOTE: Faculty and staff may park in both yellow and white-lined spaces).

3) Handicap Parking: Persons with a valid handicap placard as well as a UT permit may park in any area designated as handicap parking. If the handicap parking is filled in the lot closest to their destination then they may park in the closest unreserved parking space. (Example – A student with a "D" Permit and a valid handicap placard/plate may park in Area 1 South which is a Faculty/Staff – "A" Permit – Area).

4) Appeals Process: Appeals may be submitted online at www.parkingenforcement.utoledo.edu, HSC Dispatch, and on MC at the Parking Enforcement Office. Person has 30 days from time ticket was issued to submit appeal. If first appeal decision is not desirable then a second appeal may be submitted. First appeal is decided upon by Appeals Officer. Second appeal decision is made by the Appeals Board and the appealer can personally meet with the board.

5) Immobilizations: Two or more tickets that are 45 days or older or fines totaling $250 or more. Faculty and Staff – Letters will be sent to Department Heads before the car is immobilized (booted).

6) Responsibility: Any citation received on the University is the responsibility of the registered owner. If a University of Toledo permit is displayed at the time of the violation, then it will be the responsibility of the permit owner. Immediate family or legal guardians of students and/or faculty/staff are not visitors and are considered to be part of the University community.

7) New Numbering for Lots now called Areas: On Health Science Campus parking areas have been renumbered. New Area = Area 40, Lot 1 = Area 41, Lot 2 = Area 42

8) Violations: Violations/Fines have been combined.

9) Journalization (Student Accounts): Any ticket 45 days or older not under appeal. Sent to same bill as their tuition.

10) Collections (non-student accounts): Any tickets 61 days or older. Goes to the University's Loans and Collections Department for 6 more months. After 6 months tickets are turned over to the Ohio Attorney General’s office. Credit rating will be affected.
